Blueway Trail Project
Treasure Coast Regional Planning Council (TCRPC) received a Notice to Proceed with the design of the boatlift and the other amenities associated with the Blueway Trail Project from the Department of Economic Opportunity this week.  The consultants, Taylor Engineering, have been collecting geotechnical data, survey data and began the preliminary design process.  The next meeting of the working group is January 20th.  The website, BluewayTrail.com has the latest meeting recaps.

Palm Beach County Fair
We will have a small display at the Fair again this year.  The Fair starts January 13th and runs through January 29th.  The Mayor’s Parade will be Sunday January 15th @ 1 PM

Evaluation and Appraisal Report (EAR)
As an obligation of the Town, every seven years Florida Statutes 163.3191 requires that we adopt an EAR to assess progress toward implementing our Comprehensive Plan.  Our planning consultants feel there are five (5) Tasks needing significant updates for this EAR:

• Incorporate CRA Policies and Programs,
• Update the Annexation Element,
• Revision of Comp Plan Maps,
• Update the Five (5) Year Capital Plan Schedule and the Capital Plan Element of the Comp Plan, and
• Update the Coastal Management Plan to incorporate the requirements of FS 163.3178 (2) (f).

The work is being proposed to be done in two Tasks with 15 parts.  Costs are estimated at $35,000.  There is currently only $15,000 in the budget for this effort.  Since their proposal is time and materials with a cost ceiling, I will provide them a notice to proceed with direction to stop work when they have expended $15,000 and we’ll assess progress, priorities, and timing before we continue.

LWDD-17 HDPE Directional Drill
This is the first of the Utility projects budgeted for completion in FY 2017.  We decided to piggyback a recently bid Palm Beach County Utility continuing service contract. Johnson-Davis is the selected contractor.  They were given notice to proceed on December 5th.  Mobilization has been completed, the contractor has his line locates marked, they should be boring the new lines next week.  Cleaning, testing, and connecting to the existing system will likely take a month.  AECOM and Damon are reviewing construction as it occurs in the field.  Johnson-Davis is coordinating with DR Horton on the 23 new homes being constructed adjacent to the boring location.  AECOM is developing a contract with Johnson-Davis for the 3000 foot 12-inch water main, our next FY2017 project.  We expect to have the Town Council consider this in February.
